I have maid the following ethics complaint to the Manitowoc Public School District regarding the conduct of member elect Antonio (Tony) Vlastelica.

This is to advise you that I wish to file an ethics complaint against school board member elect Antonio (Tony) Vlastelica.
BACKGROUND
Recently I revealed publicly available records from the State of Illinois that Mr. Vlastelica may not be a legal resident in Wisconsin having represented to the State of Illinois that his residence as the registered agent of his company Contemporary Energy Solutions, LLC is 2951 Beth Lane in Naperville Illinois. Illinois requires that the registered agent of any privately held corporation reside in that state and the corporate filing indicates that address. That address appears to have been on record with the Secretary Of State in Illinois since 2011. His company has no physical address here and no mention is made of Wisconsin anywhere in his official filings. In response to this he has now changed his filing but at the time of election he was still registered as living at that address. He continues to claim in the same record that he remains as the manager and still resides at the same address in Naperville. I have filed complaints with the Attorney Generals of both states to this end.

Since this information was derived from legitimate government records I believe this to be a true and accurate report of representations he made to the State of Illinois.
For the purposes of my complaint to the district I wish to reference his reaction to this report and the troubling fallout of his needlessly vitriolic response.
In multiple locations on the web but mostly on his campaign facebook page he has repeatedly launched into screeds both deriding my character and accomplishments as well as making assertions about my personal morality of a sexual nature.
Furthermore whether intended or not have resulted in disturbing consequences which has included a midnight call from one of his supporters made to my wife's private cell phone number (not to either of my publicly available business or home phone numbers) demanding to know "Why is your husband so against Tony?"
I immediately dialed 911 and filed a complaint with the Manitowoc County Sheriff's Department. The deputy identified the calls as one Julian Jerome Filliez of Manitowoc, a serial and violent offender with along rap sheet involve assault and drug dealing who is still on probation for past offences. Despite being ordered not to contact us Mr. Filliez has continued to troll me on facebook at my political page Fighting Bernie Starzewski.
It may or may not be true that he did not expressly order Mr. Filliez to make these contacts but there can be no doubt that his incendiary screeds have been made sufficiently public and of a sufficiently defamatory nature that it is the root cause of the attacks. It should be noted that Mr. Spaulding has also engaged in similar comments on social media.

I believe this is conduct unbecoming of a schoolboard member elect and direct violation of stated MPSD code of ethids which expressly prohibits harassment and in particular such thing of a sexual nature. It is not ordinary political speech. It is a deeply personal libel on a private citizen as retaliation for revealing demonstrably true facts however he may feel about it.
I call upon the current board to at a minimum sanction Mr. Vlastelica for this obvious offense and to consider at least delaying his ascension into his office pending an investigation into his status as a resident of Wisconsin which would impact the results of the election.
I hope I will have the support of the Superintendent in this matter.
